Jharkhand Assembly Passes Bill To Use 1932 Bhulekh To Find Out Domicile
The Jharkhand Assembly has approved a bill that proposes to use the Jharkhand Land Records of 1932 to ascertain the domicile status of the original residents of Jharkhand. The related bill is called “The Jharkhand Definition of Local Persons and Promotion of Social, Cultural and Other Benefits to Such Local Persons Bill, 2022”. The local people have been demanding for a long time that the last land survey conducted by the British in 1932 should be considered as the basis for defining ‘indigenous people’. Earlier the cut-off date was 1985.

Acknowledging the long pending demands of tribals and Adivasis of the state of Jharkhand, the state government has taken an important decision of considering the land records of 1932 to trace the local residents of Jharkhand. As per the government’s decision, residents whose ancestral land was recorded in the ‘Land Survey of 1932’ would be considered as ‘Jharkhandi’.

The Jharkhand government has clarified that the residents who are landless and whose name is not there in the government records can go to the gram sabha and get their names included in the list.

There is a continuous movement by tribal and indigenous groups to declare the 1932 Khatyan records of Jharkhand as the standard document to prove domicile. The government also ratified the demand and passed a law to this effect. However, opposition parties have raised questions about this law.

The Jharbhoomi portal has been launched by the Government of Jharkhand. Through Jharbhoomi Jharkhand, the citizens of the state can see every piece of information related to their lands like Khatauni, Bhulekh Khasra and Bhu Naksha etc. sitting at home.
